Abstract

Bölgesel kalkınma literatürü son 25 yıldır aşina olduğundan çok farklı teorik kaynaklardan beslenmeye başlamış ve buna paralel farklı kavramsallaşmalara dayanan model ve teoriler geliştirmiştir. Ancak bu zenginlik, bazen benzeşen bazen de moda haline gelen kavramsal çerçevesinden dolayı eleştirilere maruz kalmaktadır. Üstelik yeni bölgesel kalkınma model ve teorileri, gelişmekte olan ülkeler tarafından yeterli bir süzgeçten geçirilmeden politika transferine konu olmaktadır. Ortodoks çizgide yer alan teorilerin tek başına kapitalizmde yaşanan değişimleri ve bunların bölge ve bölgesel kalkınma üzerindeki etkisini açıklamakta yeterlilik gösterememesi yeniye olan talebi teori ve politika tasarımı alanlarında daha da arttırmaktadır. Bu bağlamda bu çalışma özellikle inovasyon teorileri perspektifinde güncel bölgesel kalkınma teori ve modellerini değerlendiren eleştirel bir bakış açısıyla bunların politika tasarımına Avrupa’da ve Türkiye’de nasıl yansıdığını incelemektedir.

ABSTRACT

During the last two decades the literature on regional development has begun to be fed by various theoretical resources which quite largely differ from familiarized perspectives. Parallel to this, the models and theories which depend on differentiated conceptualizations are developed. However such richness of different intellectual insights of the recent regional development theories has been heavily criticized due to their similar and fashionized conceptual framework. Additionally, the policies derived from these new models and theories of regional development have been transferred to the regions of developing countries without sufficient filtering and questioning. Orthodox theories have lost their power of explaining and highlighting the changes experienced by the contemporary capitalism and by regional development theories. This has led an increasing demand for new (alternative) explanations both in the fields of theory and policy design for regional development. In this context this study evaluates contemporary regional development theories and models through the lenses of innovation theories. The article also investigates the impact of theories on policy design both in Europe and in Turkey.
